<p>Some ads currently in circulation and made by the California Online Poker Association seek to spread the idea that legalizing Web-based poker will help the state avoid deep budget cuts. The spots aired in the Sacramento area early this week, with state legislators less than a month from the deadline to act on bills this year fast approaching.  The spokesman for the association believes that online poker will immediately infuse California&#8217;s coffers with $250 million dollars, but promised billions in the future.</p>
<p>Commerce Casino, the Bicycle Club, Hollywood Park Casino and the operators of American Indian gaming facilities such as the San Manuel Band of Mission Indians are all backers of the bill. Still, other American Indian tribes have teamed with the California Tribal Business Alliance, which sent a letter yesterday requesting legislation be dropped for the year.</p>

<p>Before you plan a Bingo night, you should be aware that <a rel="nofollow" href="http://www.gambling-law-us.com/State-Laws/">state laws</a> governing the regulation of bingo exist.  You need to know what those laws are in your state, and how to avoid breaking them.  To be safe, you should limit your games to just those people you know very well, who will not mind playing for small change.  In this way, you won&#8217;t attract unnecessary attention from law enforcement.  Use the same common sense you would use when organizing your Poker nights and everything will be fine.</p>
<p>Okay, disclaimer said, let&#8217;s get on to how to plan a perfect Bingo night:</p>
<p><strong>Snacks</strong>:  You are going to need to make some really great snack foods for a night of gaming.  Nachos are great for football, but when your guests have to keep putting their cheesy fingers all over your Bingo equipment, maybe something else would be a better choice.  Try some cut up fresh veggies such as carrots and celery, with a variety of cool dips.  Alternately, you might want to go with pretzels or some other non-messy snack food that is easy to handle without distracting players from the game.</p>
<p><strong>Beverages</strong>:  If most of your guests are coming from a distance to play Bingo, it is probably a good idea not to serve alcohol.  The last thing you need is for someone to call you up hoping you&#8217;ll bail them out of jail after they just explained to the nice officer that, no, they didn&#8217;t realize they were speeding or intoxicated, and that they had just been at <em>your</em> house, gambling.  Ouch.  Maybe try serving cool and refreshing green tea with mint or a splash of lime instead.  Then again, if everyone walked over from the neighborhood, break out the brewskis!</p>
<p><strong>Privacy</strong>:  When people visit your place for a night of small stakes fun, they need to feel that they can concentrate and will not be unduly distracted during game play.  This means keeping the dog in another room, making sure the kids are out for the night, and maybe even giving your wife a stack of Benjamins and the car keys.</p>

<p>In some states in the USA, Kansas and Minnesota among these, lottery tickets that did not win prize payouts can be mailed in for a &#8216;last chance&#8217; raffle of special prizes. Sometimes, employees of stores that sell lottery tickets collect the discarded lottery tickets and send them in.  This gives lottery ticket selling store employees a markedly unfair advantage in the second chance drawings.  While not lawfully fraudulent, this is at least a very ethically challenging practice.</p>
<p>There are several well known lottery scams that have originated on the Internet over the years.  People receive an email message of congratulations, instructing them to send certain personally identifying information or bank account numbers in order to collect their payments won in a lottery  that does not actually exist, or that does exist, but simply doesn&#8217;t contact people in this manner.  People should never give out money in advance to collect lottery winnings.  Winning means someone pays <em>you</em>, not the other way around.</p>
<p>Some people believe that winning the lottery involves skills that can be learned and applied to winning.  The lottery is all about chance.  Certainly, there are mathematical statistics than can improve one&#8217;s chances of winning &#8212; but one of the world&#8217;s most popular lottery scams involves individuals or companies selling &#8220;secret formulas&#8221; for winning lottery games.  There is no sure fire way to win a lottery of any kind.  It is all based on chance.</p>
